1. Patient Rights
A. Right to Receive Care
Every patient has the right to appropriate health and medical services to protect and promote their health, and shall not be discriminated against on the grounds of gender, age, religion, social status, or economic circumstances. Medical personnel shall not refuse treatment without justifiable cause.
B. Right to Know & Self-Determination
Patients may receive sufficient explanation from their physician, nurse, and others about their condition, treatment methods, whether they are subject to medical research or organ transplantation, expected outcomes including side effects, and treatment costs, ask questions in detail, and decide whether to consent.
C. Right to Confidentiality
Patients shall not have their physical, health-related, or private secrets infringed upon. Medical personnel and institutions shall not disclose such secrets except with the patient's consent or where prescribed by law, such as a criminal investigation.
D. Right to Request Counseling & Mediation
When a dispute over medical services arises, patients may apply for counseling and mediation with bodies such as the Korea Medical Dispute Mediation and Arbitration Agency.
2. Patient Obligations
A. Duty of Trust & Respect Toward Medical Personnel
Patients shall accurately inform medical personnel of their health-related information and shall trust and respect the treatment plan.
B. Duty Not to Receive Care by Improper Means
Patients shall reveal their identity before treatment and shall not receive care by false or improper means, such as using another person's name.
